Orphaned in the Watts ghetto, Betty Jones and her brother Marcus were adopted by General Carrington, and Betty is now a sub-lieutenant in training at the Patuxent River Test Pilot School.
Hundreds of miles away, at the Marion Penitentiary in Illinois, three inmates take advantage of the fact that their guards are glued to their TV screens, watching the outcome of the doomed Apollo 13 mission, to say goodbye to prison life. One of the fugitives is none other than Marcus, who was imprisoned for supporting the Native American activist group the Red Power Warriors.
When FBI agents interrupt Betty’s training to “ask her some questions,” she is astonished to discover that the members of the Red Power have just occupied the abandoned Alcatraz Island and that her brother is among them. Soon joined by militant pacifists and other Red Power sympathizers, they begin to make the headlines. But the intentions of their leader, Crow Dog, are anything but pacifist. With the help of her mentor Carrington, Betty must move fast to rescue her brother from grave danger…
